What CITES Does

Framework for Inclusive Technology

The CITES Framework offers school districts a comprehensive roadmap to design, implement, and sustain inclusive technology systems so that every student—including those with disabilities—can access learning without limits. It aligns five key domains—Leadership, Infrastructure, Teaching, Learning, and Assessment—to support collaborative decision-making, accessible instructional materials, personalized devices, technology competencies, and data-driven supports that span the whole educational ecosystem. By working across these interconnected areas, the framework helps districts build resilient systems where assistive technology is not an add-on but seamlessly embedded in everyday instruction and student engagement.
